feat: carry the signed-in user and tenant on telemetry, and send a final event on opt-out - #1501
Identity. When the machine is signed in to Altimate, every row carries user_id and tenant, and the user uuid becomes the App Insights user id. Anonymous rows keep the machine id. The identity is resolved once per stored credential through the users/me call and cached owner-only under a fingerprint of the credential. A changed credential, a sign-out or a 401/403 drops it. A transient failure is retried after 60 s, a rejected key is not looked up again until it changes, and a stale answer is discarded. No email, hashed or not, leaves the client. Backend calls name the CLI version in a header.
Opt-out. When telemetry is disabled by environment or config, a machine that already has a machine id sends one final telemetry_opted_out event, then nothing. It carries the machine id and the opt-out source, never the account. An in-flight claim file makes it one send across threads and processes. A marker next to the machine id is written only after the ingest endpoint accepts the event, so an offline launch tries again. Turning telemetry back on clears the marker.
Config opt-out without an Instance. The CLI's main thread initialises telemetry before an Instance exists, so Config.get() throws there. Init then reads telemetry.disabled from the config files directly. If they cannot be read, telemetry stays on, but the marker is kept and no account is resolved.
Docs. The telemetry reference page describes the identity, its cache and lookup, and the opt-out event and its files.
Why
Web events are keyed by the backend user uuid and CLI events only by machine, so nothing joined a CLI session to its account. An opted-out machine also looks exactly like a client that stopped emitting. With the opt-out as its last event, the dashboards can count opt-outs and explain the silence after them.
How did you verify your code works?
Identity suite: resolution, caching, invalidation, retry backoff, no polling of a rejected key, stale-answer fences and cache file mode against stubbed endpoints. No email in any property.
Opt-out suite: the single event and its properties, nothing afterwards, no event without a machine id, the marker only after a 2xx, the env and config sources, the force flag, two inits sending once, and an init that cannot read the config keeping the marker.
Config reader suite: the global, project and inline sources, override order, and unreadable files.
Typecheck clean; the telemetry suites pass.
Cost side effects
None. The rows gain fixed-size properties, and an opted-out machine sends at most one more event. An init without an Instance reads a few local config files. No model calls, queries or cloud resources grow with user data.

Proposed fix: one pure per-source config parser shared by the loader and the opt-out probe. The probe, TelemetryConfig.disabledState(), already calls the loader's own validation (validateLoaded). Its parse (ConfigPaths.parseText) and its empty-source guard are its own copies, which is where review found the drift. The change is contained:
Add parseConfigSource(text, source, env) to config/config.ts: the empty-text guard, then ConfigVariable.substitute, ConfigParse.jsonc and validation. loadConfig calls it and keeps its later steps (plugin resolution, the $schema write). Its five callers and every loadFile caller stay unchanged.
The one side effect inside the parse, recording blanked env names for mcp list, gets a record: false option in config/variable.ts for the probe.
Estimate: about 30 lines in those two upstream-shared files, inside altimate_change markers, and about 20 fewer in the probe.
Still a copy afterwards: the list of sources and their order, the directory filter, the git-root lookup, the legacy TOML handling, and no authEnv.
Resolve the signed-in user once per credential (GET /users/me, cached at
~/.altimate/telemetry-identity.json) and stamp user_id and tenant on every
event; the hashed account email is gone. Backend calls send x-altimate-client.

Telemetry now resolves signed-in identity from Altimate credentials and includes the user ID and tenant in events. When telemetry is disabled, it can send one opt-out event for a machine with an existing machine ID and record a local marker.
Telemetry events use the resolved user ID and tenant when available. Identity refreshes after credential changes, and each flush retains the identity captured for its batch. The documentation describes the identity fields and lookup.
When telemetry is disabled, the code can send a final event if a valid machine ID exists. An accepted response creates a marker, and enabling telemetry clears it. Tests cover configuration state, send conditions, and marker lifecycle.

Explanation
The reviewed changes support #1498 or #1499. Identity resolution, cache, and invalidation (identity.ts) implement #1498. Telemetry envelope changes, the opt-out event, marker and claim handling (opt-out.ts), the config-state reader (config-state.ts), and machine-id reading (machine-id.ts) implement #1499. The header change (client.ts, api-client.ts) and the auth filepath() helper support identity and cache lookup. Test changes in altimate-features.test.ts, bridge-merge-v3.test.ts, and automated-run.test.ts update assertions for the removed Account dependency and isolate the test home. The telemetry reference documentation covers the same two issues. The DO_NOT_TRACK change is not in this PR, and no unrelated change is shown.

Explanation
The pull request follows the repository template. It includes issue references, change type, implementation details, rationale, verification steps, cost side effects, and completed checklist items. The missing Screenshots / recordings section is non-critical because this is not a UI change. The additional review notes and external session link are unnecessary but do not prevent review.
Full details: Linked Issues check
Explanation
[#1498] Met. identity.ts resolves the backend user through GET /users/me and caches it under a credential fingerprint. index.ts stamps user_id and tenant on envelopes when an identity exists. ai.user.id falls back to machine_id for anonymous use. Email attribution is removed. clientHeaders() adds x-altimate-client to backend calls, and api-client.ts uses it. Identity tests cover resolution, caching, invalidation, and retry.
[#1499] Not met. The issue requires the opt-out event to include the user id and tenant when the machine is signed in at that moment. opt-out.test.ts asserts the opposite: the first test requires properties user_id, tenant, project_id, and launch_id to be undefined, with a comment that the event never carries the account, even with a cached identity on disk. The PR description states the same scope ("never the account"). Other #1499 requirements are present: machine_id, cli_version, opt_out_source (env or config), one send per machine with a marker, silence after the send, no event without a prior machine_id, and marker clearing on re-enable. The claim file (opt-out.ts claim()) closes the concurrent-launch gap from the previous review, and tests cover two inits and a stale claim. Residual, not verified: index.ts was not read, so it is unconfirmed that exists() is re-checked after claim() succeeds. A launch that passed the exists() check before a concurrent send wrote the marker could send again.
Resolution
Add user_id and tenant to the telemetry_opted_out event when the machine has a valid signed-in identity. Read the identity from the existing credential-fingerprinted cache only. Do not call /users/me while telemetry is disabled. Omit both fields when no matching identity is cached. Update opt-out.test.ts: the first test must expect user_id and tenant when the cache holds an identity, and must keep the no-lookup assertion. Update the PR description to match. If the account exclusion is a deliberate change, the owner of #1499 must revise that requirement first. Also confirm in index.ts that the marker is re-checked after the claim is taken, and add a test for that order.

Claims
C1 With telemetry disabled by ALTIMATE_TELEMETRY_DISABLED, OPENCODE_DISABLE_TELEMETRY or telemetry.disabled, Telemetry.init() sends at most one telemetry_opted_out envelope per machine across processes, and nothing else: track() drops every event, and after the marker ~/.altimate/telemetry-opted-out exists no request is made on any later init.
C2 The event is sent only when ~/.altimate/machine-id already holds a UUID; recordOptOut() never mints a machine id, never creates the .altimate directory before the send succeeded, and never calls the backend (identity comes from TelemetryIdentity.cached(), which is file-only).
C3 The marker is written only after the ingest endpoint answered 2xx; a non-2xx, a thrown fetch or the 3 s abort leaves no marker, so the next init tries once more.
C4 The envelope's baseData.name is telemetry_opted_out; its properties carry machine_id, cli_version, source, launch_id, opt_out_source (env or config), and user_id plus tenant only when a cached identity matches the credential on disk; tags["ai.user.id"] is the uuid when cached, else the machine id.
C5 After recordOptOut() returns, by any path, the module's machineId and identity are empty again, and enabled stays false.
C6 A normal (enabled) init removes the marker, so a later opt-out is recorded again; nothing else reads or writes the marker.
C7 Under a test runner (NODE_ENV=test, BUN_TEST, VITEST, JEST_WORKER_ID) recordOptOut() returns before touching any file unless Telemetry.allowOptOutUnderTestRunner(true) was called, and it returns whenever ALTIMATE_TELEMETRY_FORCE=true, regardless of the sink.
C8OptOutMarker paths resolve through Global.Path.home, so OPENCODE_TEST_HOME redirects both the marker and the machine-id read; in a real session that is the same directory getOrCreateMachineId() uses.
C9recordOptOut() is not awaited by doInit(); an opted-out launch never waits on the network.
Residuals
R1 A short-lived process may exit before the 3 s send completes; the event is then sent by a later launch (C3). Accepted.
R2 An opt-out set before the machine ever ran with telemetry on produces no event and no marker; the dashboard states that remainder as unknowable.
R3 Two concurrent processes on one machine starting while opted out and unmarked can both send the event once; the marker then stops both. Accepted as a rare double count.
R4 The automated-run.test.ts isolation helper now also sets OPENCODE_TEST_HOME; that is a test-only change so code keyed on Global.Path.home sees the temp home under Bun, whose os.homedir() does not follow HOME.

WARNING: Mutating module-level machineId across await TelemetryIdentity.cached() leaks or resets machineId on concurrent init() cycles
recordOptOut() is fired without await (void recordOptOut(...)), so a shutdown() followed by a new init() in the same process (such as across session loops or in test suites) can run concurrently with an in-flight recordOptOut() paused at await TelemetryIdentity.cached() (line 2179). During that window, the new doInit() shares the mutated machineId, and when recordOptOut() resumes at lines 2184–2185 (or in catch at lines 2201–2202), it overwrites machineId = "" and identity = undefined, clobbering the active session's state. Resolve const cachedIdentity = await TelemetryIdentity.cached() before mutating module state so machineId and identity are only set and restored synchronously around toAppInsightsEnvelopes(...).

Fixed in 3032626: toAppInsightsEnvelopes() takes the machine id and identity as arguments, so recordOptOut() never writes module state; a later fix (6e425e4) also fences the whole send on the lifecycle generation.

WARNING:readMachineId() uses unbounded readFileSync instead of lstatSync and size-capped reading like getOrCreateMachineId()
In src/altimate/util/machine-id.ts, reading ~/.altimate/machine-id explicitly checks lstatSync(idPath).isFile() and caps reads at 512 bytes via a file descriptor to avoid following symlinks or slurping multi-MB files into memory before regex validation. Here, fs.readFileSync(path.join(dir(), "machine-id"), "utf8") follows symlinks and reads the entire file into memory unrestricted.

Fixed in 3032626: readMachineId() now uses readExistingMachineId() from util/machine-id.ts (lstat regular-file check, 512-byte cap, UUID validation), with a test for a corrupt or oversized file.

Each resolution carries the generation it started in and applies only while
it is the newest; shutdown() bumps the generation, so an in-flight /users/me

A resolution that fails while a credential exists resets the stamp with a

Consensus review: findings outside the diff, plus nits
MAJOR: docs/docs/reference/telemetry.md now contradicts the behaviour (the file is not in this PR)
This is the public privacy page. As it stands, it promises the opposite of what ships:
L136: "When telemetry is disabled, no events are sent and no network requests are made to the telemetry endpoint." After disable, this PR sends telemetry_opted_out.
L164, L175: These still say a SHA-256 hash of the email is sent for logged-in users. This PR removes that and sends the backend user uuid and tenant instead.
L177: "Both identifiers are only sent when telemetry is enabled." The opt-out event sends the machine id and the cached identity.
L3, L7, L77: These describe the data as anonymous. Signed-in rows now identify the account (user_id, tenant, and ai.user.id set to the user uuid).
L65 (instance_connected): "No instance or tenant name is sent." Rows after sign-in now carry tenant.
Not documented:telemetry_opted_out, opt_out_source, the identity cache at ~/.altimate/telemetry-identity.json (including the /users/me lookup), and the opt-out marker at ~/.altimate/telemetry-opted-out.
Suggested fix: update the page in this PR so the published promise matches the shipped behaviour.
Nits
identity.ts:86-91: fingerprint() keeps 64 bits of SHA-256. That is fine for a local cache key over a high-entropy key, but a comment (or 128 bits) would settle the question.
identity.ts:74-84: credentialStamp() makes two sync statSync calls per flush. They are cheap, but a comment saying why sync is fine here would help.
identity.ts:147: the identity uses creds.altimateInstanceName after re-loading now. The value is the same today, but now makes the intent clear.
machine-id.ts: readExistingMachineId() defaults to os.homedir(), while the opt-out module uses Global.Path.home. This pattern predates the PR, and the caller passes an explicit path.
DO_NOT_TRACK isn't honoured anywhere. This also predates the PR, but it's worth a follow-up now that opt-out semantics are being defined.
The x-altimate-client header is outside the scope of the PR title. It is described in the body and is harmless.
…ance
`TelemetryConfig.disabledState()` reads `telemetry.disabled` from the config files. When `Config.get()` throws, init uses it; when the files cannot be read, init keeps the opt-out marker and resolves no identity.

Replies to the consensus review comment (outside the diff, plus nits):
Docs (MAJOR): fixed in 57eed56. docs/docs/reference/telemetry.md now matches what ships:
Signed-in events carry user_id, tenant and ai.user.id, and the page no longer calls them anonymous.
The email hash is gone.
instance_connected rows carry the tenant once resolved.
telemetry_opted_out has a row with opt_out_source and what it carries.
The marker, the in-flight claim file and the identity cache are described, along with the /users/me lookup.
"No events are sent when disabled" is replaced by the one final event, then silence.
fingerprint() 64 bits: fixed in 57e99cf with a comment. It is a cache key over a high-entropy key, with no realistic collision among one machine's credentials.
credentialStamp() sync stats: fixed in 57e99cf with a comment saying why sync is fine there.
identity.ts tenant from now: fixed in 57e99cf. The tenant comes from the re-loaded credential.
readExistingMachineId() defaulting to os.homedir(): not changed. The pattern predates this PR, and the opt-out caller passes a path under Global.Path.home.
DO_NOT_TRACK: not changed here. It deserves its own change now that the opt-out semantics are defined, so it is left as a follow-up.
x-altimate-client header: kept. It is described in the PR body and is harmless.

Declined. Telemetry follows the credential the provider uses, file first and else the altimate-backend auth-store key (C11). If that key survives /logout, the provider still authenticates with it, so the identity is still the account in use. Which stores /logout clears is a sign-out behaviour change outside this PR. The refresh added here makes telemetry follow whatever logout leaves.

P2: This test writes to the real global config directory and deletes altimate-code.json during cleanup, so it can destroy a user's existing config and race other tests. Redirect Global.Path.config to a per-test temporary directory (and restore it in teardown) before calling disabledState.

Partly fixed in 49a3dbe. Global.Path.config in tests is not the real config directory: the test preload points XDG_CONFIG_HOME at a per-run temp directory. The suite now saves the global files it touches before each test and restores them after, so it no longer deletes a file another suite seeded there.

Declined. Haider's point was to create the directory owner-only, which the marker and the identity cache now do when it is missing. Changing the mode of an existing ~/.altimate, which the machine id and other Altimate tools also use, is a broader change than this PR. The files inside are written 0600.

- init reads the config of the run/attach `--dir` or TUI project
- legacy TOML global config read; a non-boolean value is unreadable
- the marker is written only while this send still holds its claim
- docs: eligibility is an existing machine id

The probe parses with `track: false`, so reading a config that uses env interpolation queues no `config_env_interpolation` row. Its tests set aside every global config source and both inline-config variables.

Each source is parsed with missing `{file:}` references as errors and validated by the loader's own schema step (`validateLoaded`); any failure makes the read unreadable.

Validate whitespace-only sources instead of skipping them
With no other config sources and OPENCODE_CONFIG_CONTENT=" ", disabledState() returns "enabled" because this guard skips parsing. The real loader passes that nonempty string through loadConfig() to ConfigParse.jsonc(), which rejects whitespace-only input. A whitespace-only project config produces the same mismatch: loadFile() skips only falsy text, not whitespace. This violates C26's restated requirement that any source failure makes the probe unreadable, and allows no-Instance telemetry initialization to clear the opt-out marker and resolve account identity despite the invalid configuration. Preserve the loader's empty-file handling, but parse and validate whitespace-only sources.
The reason will be displayed to describe this comment to others. Learn more.
Fixed in 8c76390. The probe now skips only an empty source, as loadFile() and the inline-config check do. Whitespace goes to the parser, fails, and the read is unreadable. Test: an empty global file is skipped, while a whitespace-only inline config or global file is unreadable.
… does
Only an empty source is skipped; whitespace goes to the parser and fails, so the read is unreadable.

This re-review checked every finding from the earlier CHANGES_REQUESTED review against the new head, the author's replies in each thread, and the 8 commits since 3b412e0217. Both earlier MAJORs are fixed with tests that fail without the fix, and every earlier MINOR is fixed, partly fixed with the residual acknowledged, or reasonably deferred. The full status table is in the combined comment on this PR.
Telemetry suites at head: 524 pass; the one failure seen was a growth-rate perf test in test/telemetry/mask-file-paths.test.ts, outside this diff and load-sensitive (passes alone).
Minors, none blocking (each is an inline comment on its line):
A. Linked worktree / submodule: the config probe stops at the .git file while the real loader walks to /, so an opt-out placed in a parent-directory config above a linked worktree is missed by the main thread. Edge input; the ordinary layouts are covered and tested.
B. The opt-out event can carry ai.session.id when a disabled init runs after a session set the context in the same process, while the docs row says it carries no session id. Edge sequence; one docs clause.
C. Malformed legacy TOML: the probe answers unreadable where the loader silently ignores the file. Edge input, and the divergence fails closed (marker kept, no account resolved; ordinary rows still flow), which is exactly what the PR body promises for an unreadable config.
Earlier m3 (identity after sign-out): partly fixed. The /logout refresh is in; the one-flush window for a batch already buffered stays by design, as accepted in the first review.
Earlier m6 (~/.altimate mode): partly fixed. The marker and the identity cache create the directory 0700, but the pre-existing machine-id write normally creates it first with the default mode. Acknowledged in the thread; files are 0600 and hold no secrets.
Nits and the items that cannot be tagged to a diff line are in the combined comment. Approved.

MINOR — Linked worktree / submodule: the probe stops here, the loader walks to /. Blocker: no (edge input; the ordinary layouts are covered and tested).
worktreeOf() returns the first ancestor with a .git entry, file or directory. Instance derives worktree from git rev-parse --git-common-dir (src/project/project.ts:203-210). For a linked worktree or a submodule that is the main repo's .git, so Instance.worktree is not an ancestor of the directory, and FSUtil.up({ stop }) (core/src/fs-util.ts:146-160) never meets its stop: the loader reads opencode.json(c) and .altimate-code/.opencode directories all the way to /, while the probe stops at the linked worktree root.
Verified at this head with a fixture (git worktree add parent/linked, parent/opencode.json = {"telemetry":{"disabled":true}}): ConfigPaths.files("opencode", linked, mainRoot) returns [parent/opencode.json], TelemetryConfig.disabledState(linked) returns "enabled". For that layout the main thread runs enabled (clears the marker, resolves identity) while the worker sends telemetry_opted_out, so the repeated-opt-out symptom returns for this edge only.
Suggested fix: when the .git entry is a file, return undefined (walk to the root, as the loader effectively does), or resolve its gitdir: pointer to the common dir and use its parent. A config-state test using git worktree add would lock it in.
The reason will be displayed to describe this comment to others. Learn more.
MINOR — Malformed legacy TOML: the probe says unreadable, the loader ignores the file. Blocker: no (edge input; the divergence fails closed and matches the PR body's "unreadable" promise; safe in a follow-up).
The loader wraps the legacy TOML import in .catch(() => {}) (src/config/config.ts:410-424), so a malformed config file is silently skipped (and never migrated, so it persists). Here a parse error sets unknown, so the main thread keeps telemetry on but never clears the marker nor resolves the account on any launch, while an Instance (the TUI worker, or serve/run once booted) loads fine. The module docstring claims loader parity; on this source the probe is stricter.
Suggested fix: ignore a TOML parse error as the loader does, or move both onto the shared per-source parser proposed in the PR description, plus a parity test for a malformed legacy TOML.
The reason will be displayed to describe this comment to others. Learn more.
MINOR — The opt-out event can still carry ai.session.id, which the docs row says it never does. Blocker: no (edge sequence; a random per-session value already joined by machine_id; one docs clause).
toAppInsightsEnvelopes tags ai.session.id = fields.session_id ?? sessionId ("startup" when empty). This event sets no session_id, so it takes the module sessionId, which session/prompt.ts:766 setContext sets per session. A disabled init that runs after a session has set the context in the same process (prompt.ts:757 re-inits telemetry per session; a config turned off mid-process is seen after an Instance reload) tags the opt-out event with the last session's id. Verified at this head with a bun run probe: setContext({ sessionId: "ses_probe_123" }) then a disabled init() posted telemetry_opted_out with ai.session.id = ses_probe_123 (properties: cli_version, source, machine_id, opt_out_source). The main thread's event is "startup", so the common path matches the docs.
Suggested fix: add session_id: "" to the event here (→ "startup") and assert tags["ai.session.id"] === "startup" after a setContext in the opt-out test; or drop "session" from the docs row.
The reason will be displayed to describe this comment to others. Learn more.
MINOR (earlier m6) — partly fixed, acknowledged. Blocker: no (pre-existing; the files are 0600 and hold no secrets).
The marker and the identity cache now create ~/.altimate owner-only, with a test. In practice the pre-existing machine-id write (util/machine-id.ts:124, mkdirSync with the default mode) creates the directory first on any enabled run, so this mode rarely applies, as you noted in the thread. Fine to leave for the follow-up that touches the machine-id write.

Config opt-out: main-thread init cleared the marker every launch and resolved identity
Fixed (one residual edge: Minor A inline)
config-state.ts reads the loader's local sources in the loader's order; index.ts uses it when Config.get() throws, and an unreadable answer skips the marker clear and all identity resolution (init, flush, refresh); parseText(..., { track: false }) keeps the probe silent. Tests: "an init that cannot read the config keeps the marker and resolves no account", "…honours a config opt-out read from the files", "…reads the opt-out from the command's project directory", plus the 12 config-state cases.
M2
Telemetry docs contradicted the behaviour
Fixed
The page now describes signed-in identity, the /users/me lookup, the cache file, the opt-out event and its properties, the marker and the .sending claim, re-enable, and "one final event, then nothing"; the email hash is gone. Two wording nits below.
m1
First opted-out TUI launch sent the event twice
Fixed
Exclusive-create claim file with stale takeover and release; the marker is re-checked after the claim. Tests: two inits in flight send once; a fresh foreign claim holds, a stale one is taken over; a failed send releases; a re-enable in another process blocks the marker.
m2
A rejected key polled /users/me every 60 s
Fixed
resolveWithOutcome separates rejected from error; only error schedules the retry. Test: a 401 is looked up once across three forced flushes; a new key once more.
m3
Identity kept for one flush after sign-out
Partly fixed, not blocking
/logout now calls refreshIdentity(). The one-flush window for a batch already buffered stays by design, as accepted in the first review (test-locked).
m4
Opt-out event carried the account, project and launch
Fixed
Built with no identity; project_id/launch_id removed; ai.user.id is the machine id. Test asserts all four keys absent even with a cached identity on disk.
m5
Short-lived commands drop the lookup and can lose the marker
Reasonably deferred
The reason holds: awaiting would put the network on every exit path; the cost is bounded; a killed send is retried next launch and its claim goes stale after 30 s.
m6
~/.altimate created with the default umask
Partly fixed, acknowledged, not blocking
See the inline comment on opt-out.ts.
m7
Opt-out tests covered one env var
Fixed
Config source (inside and without an Instance), OPENCODE_DISABLE_TELEMETRY, force-flag suppression, concurrent inits, claims, failed send, re-enable in another process, project-directory probe, unreadable config.
Nits
fingerprint comment, sync-stat comment, tenant from the re-loaded credential
The probe reads no remote or account configs (they need the network). This is stated in the docstring and the PR body; an opt-out set only there is seen by the worker, not the main thread. Acknowledged residual.
recordOptOut builds the envelope with project_id/launch_id and then deletes them; an option on toAppInsightsEnvelopes to omit them would be cleaner than the post-delete.
DO_NOT_TRACK is still not honoured anywhere. Now that the opt-out semantics are defined, a one-line follow-up (add it to the env gate in doInit, source env) would cover the common convention.
The inline-config alias ALTIMATE_CLI_CONFIG_CONTENT is read through the flag helper but has no explicit probe test; only OPENCODE_CONFIG_CONTENT is exercised.
OptOutMarker.clear() removes the marker and the claim in one try; if the first removal throws, the claim stays. Harmless (a stale claim is taken over).
Suggested follow-up tests
worktreeOf parity with Instance for a linked worktree (Minor A).
Malformed legacy TOML parity between the probe and the loader (Minor C).
ai.session.id of the opt-out event after setContext (Minor B).
Suites
bun test test/altimate/telemetry test/telemetry at this head: 524 pass. The one failure seen was a growth-rate perf test in test/telemetry/mask-file-paths.test.ts, outside this diff and load-sensitive (141/141 pass when the file runs alone).

Issue for this PR
Closes #1498
Closes #1499
Type of change
What does this PR do?
user_idandtenant, and the user uuid becomes the App Insights user id. Backend calls name the CLI version in a header.telemetry_opted_outevent, then nothing. It carries the machine id and the opt-out source, never the account. An in-flight claim file makes it one send across threads and processes. A marker next to the machine id is written only after the ingest endpoint accepts the event, so an offline launch tries again. Turning telemetry back on clears the marker.Config.get()throws there. Init then readstelemetry.disabledfrom the config files directly. If they cannot be read, telemetry stays on, but the marker is kept and no account is resolved.
Cost side effects
None. The rows gain fixed-size properties, and an opted-out machine sends at most one more event. An init without an Instance reads a few local config files. No model calls, queries or cloud resources grow with user data.

Proposed fix: one pure per-source config parser shared by the loader and the opt-out probe. The probe,
TelemetryConfig.disabledState(), already calls the loader's own validation (validateLoaded). Its parse (ConfigPaths.parseText) and its empty-source guard are its own copies, which is where review found the drift. The change is contained:parseConfigSource(text, source, env)toconfig/config.ts: the empty-text guard, thenConfigVariable.substitute,ConfigParse.jsoncand validation.loadConfigcalls it and keeps its later steps (plugin resolution, the$schemawrite). Its five callers and everyloadFilecaller stay unchanged.mcp list, gets arecord: falseoption inconfig/variable.tsfor the probe.altimate_changemarkers, and about 20 fewer in the probe.authEnv.Supersedes #1500.
