This PR reduces Dependabot pull request noise by grouping minor and patch updates, following the approach in nodejs/nodejs.org#9289.
Changes:
- Adds a minor/patch update group for GitHub Actions.
- Adds separate npm fallback groups for production and development dependencies.
- Preserves the existing doc-kit group and excludes major updates from the new fallback groups.
