This version is all about fixing all the currently outstanding blocking issues / PRs on the syntax master branch.

We only fix the stuff that's needed to get a stable syntax version that is ready to be upstreamed to the compiler, so we can wrap up the initial v10 release.

Everything else that's "nice to have", should go into the next release (e.g. v10.1)
